Laut englischer Wikipedia wurden zumindest die Stromabnehmer ausgebaut:

After the opening of High Speed 1, overhead electricity is available throughout the core network between London and Paris / Brussels and the third rail shoes became redundant and were removed.

Ob die elektrische Einrichtung noch drin ist, weiß ich nicht. Ich vermute mal ja, weil der Ausbau sicher ein größerer Akt wäre.
