well, I think I do understand the DB:

(Dresden >-<) Berlin >-< Hamburg should be quite important to them, so they do not want a RJ-Competition in the domestic travel.

Besides, I guess it is much easier to get along with a junior partner (= Regiojet) than with the CD.

By the way, I´d really be in favor for a EC/RJ or even ICE line running on regular basis between (Hamburg or) Berlin and Vienna (via Prague), but ist is comprehensible, that DB and ÖBB prefer a "direct" line from Germany to Austria.

Well, as far as I know, Regiojet is much cheaper for DB than CD is. And that is the only thing that counts for Dresden - Berlin - Hamburg/Stralsund. DB just needs foreign coaches as they don't have enough - this should be as ecomonical as possible.
